Pernem, Goa: On date 07/02/2026 Following the registration of an FIR (No. 06/2026) at the Pernem Police Station against Panch member Abdul Karim Yasin Naik for allegedly submitting a fake water meter bill to fraudulently regularise an illegal structure in Survey No. 189/1 at Village Corgao, Mr. Rahul Bhagat and Mr. Ugam Prabhu Desai addressed a press conference today.
Speaking at the press conference, Mr. Rahul Bhagat stated that the said construction falls within CRZ-III NDZ (No Development Zone) as well as a mangrove buffer zone, where construction and its regularisation are strictly prohibited by law. A Show Cause Notice has already been issued in this matter by the Goa Coastal Zone Management Authority.
Mr. Bhagat further clarified that the fake water meter bill had been attached to the regularisation application even before the CRZ notice was issued. Based on this document, the Deputy Collector’s office was allegedly misled into granting regularisation for the illegal structure. He emphasized that since regularisation is legally impermissible in CRZ and mangrove-protected areas, the role of the Deputy Collector’s office also warrants serious investigation.
He also pointed out that the property in question has multiple co-owners, and the regularisation application was submitted without obtaining consent from all concerned owners, which is in violation of legal and administrative norms.
Mr. Ugam Prabhu Desai added that when elected representatives engage in such acts of fraud and abuse of power, it poses a serious threat to society and democracy. Incidents like these erode public trust in the administration. He urged the government and investigating agencies to take an impartial and strict stand in such matters.
Concluding the press conference, both speakers demanded that, now that the FIR has been registered, the police must conduct an immediate and thorough investigation, arrest the accused Panch member Abdul Karim Yasin Naik, and initiate strict legal action against all those found responsible in the case.
