Goa’s Healthcare Sets National Benchmarks: Health Minister Vishwajit Rane Highlights Achievements in Assembly

Panaji, July 31, 2025 — On the ninth day of the Goa Legislative Assembly’s monsoon session 2025 , Health Minister Vishwajit P. Rane presented a comprehensive review of the state’s healthcare achievements, underlining Goa’s leadership in digital health, emergency response, preventive care, and advanced medical infrastructure.


Ayushman Bharat and Primary Healthcare:
Minister Rane credited the “visionary leadership of Hon’ble Prime Minister Narendra Modi” for enabling Goa to build a digitally enabled, socially inclusive, and clinically responsive health system.
●201 Ayushman Arogya Mandirs established
●Full Ayushman Bharat coverage for 41,000+ families

Digital Health Leadership 》Goa is now a front-runner in digital health integration:
●9 lakh ABHA IDs created
●4.4 lakh digital health records operational
●Corlim PHC recognized as India’s first fully digitized Primary Health Centre

Emergency Medical Response:
Highlighting Goa’s emergency services, Rane noted:
●1.38 lakh lives saved through timely ambulance services
●5000+ emergency deliveries performed in ambulances
●Ambulance fleet expanded from 32 to 103 vehicles
●Average response time: 12 minutes

Innovative Healthcare Initiatives:
●Goa is the first state in India to provide free IVF services in government hospitals:
●73 IVF cycles, 176 IUIs completed
●9 healthy babies born (including twins and triplets)
Through the Swasth Mahila Swasth Goa campaign:
●1.5 lakh+ women screened for breast cancer
●18 cancer detection camps held through Cancer Abhiyan Van
●Next Tata OPD camp scheduled at GMC on August 8, 2025

Advanced Screening and AI Integration:
●Goa leads in AI-based healthcare innovations:
●First state to launch AI-based lung cancer screening with Qure.ai and AstraZeneca
●68,000+ scans conducted for early detection
●Leadership in organ donation: 9 successful transplants via SOTTO
●22,900+ citizens benefitted from DDSSY and Mediclaim

Preventive Oncology and Grassroots Screening : Upcoming Project RakSA aims to Launch mass cancer screening drives at every PHC
●Focus on breast, cervical, and oral cancers

Key Health Statistics and Programs:
●1.18 lakh newborns screened since 2008
●1,150+ patients benefitted from genetic counseling at GMC
●90% full immunization coverage with advanced vaccines like Rotavirus and PCV

STEMI Cardiac Project:
●21,000+ ECGs conducted
●4,500 heart attack patients thrombolyzed

Child Health and Rehabilitation:
At the Paediatric and Neuro Rehabilitation Centre (PNRC): 11,000+ children registered
●22,000+ therapy sessions in 2024
●14,102 sessions already in 2025
●36 children supported with AFOs/splints
●858 new patients admitted in 2025

Medical Excellence and Infrastructure Development : Centres of Excellence in Endoscopic Skull Base Surgery and Gastroenterology at GMC led by Dr. Nishit Shah and Dr. Amit Maydeo
●120-bedded State Cancer Institute and new specialty blocks for critical care, respiratory care, and blood bank at GMC under construction
●CHC Pernem to be upgraded to Rural Hospital & Training Centre
●Comprehensive equipment and staffing upgrades at Tuem, Curchorem, Canacona, and Sub-District Hospitals

Statewide Health Facility Upgrades , Under DHS: Upgrades at PHCs Sanguem, Curtorim, Candolim, Mormugao, Cuncolim, Betki, Rivona, Madkaim, and Porvorim

Quality Standards and Medical Education : District and Sub-District hospitals achieve NQAS certification
●NABH accreditation for GMC in progress
●Proposal to add 50 MBBS seats at GMC
●Nursing College in South Goa to expand medical education opportunities

Accountability at GMC : Minister Rane emphasized discipline at GMC, stating strict action will be taken against doctors engaged in unauthorized private practice to uphold integrity and service standards.

Clean Goa and Health Link: In a unique crossover with public health, Rane announced QR code-based garbage collection tracking across all municipalities, modeled on Panjim’s 16-way segregation system, to improve waste management and reduce health hazards.

“The Goa model of healthcare is proactive, inclusive, and life-saving,” Minister Rane concluded, affirming the government’s commitment to strengthening healthcare access, quality, and innovation for every citizen.
