On date 09/08/2025 In a significant development during the ongoing Goa Assembly session, the Unauthorized House Regularization Bill was passed, sparking political debate across the state. The bill seeks to legalize and regularize unauthorized houses, including those built on Comunidade land, a move that has long been under discussion due to its implications on land ownership, community rights, and urban planning.

MLA Cruz Silva voiced strong criticism of the bill, calling it a clear example of political opportunism by the government. Speaking to the media, Silva argued that the timing and intent behind the legislation suggest a calculated effort to secure political mileage rather than address the root issues of land management and housing regulation.

“This bill is nothing but a political gain for the government. It ignores the rights of the locals and the integrity of the Comunidade system,” said MLA Cruz Silva.

The Comunidade system—a centuries-old landholding practice unique to Goa—has faced increasing pressure due to illegal constructions and land conversions. Critics argue that by regularizing unauthorized houses, the government is undermining this traditional institution while rewarding violations of the law.

Supporters of the bill, however, claim it will bring relief to thousands of families living in homes that were previously considered illegal, providing them with security of tenure and access to essential civic amenities.

With the bill now passed, attention shifts to how it will be implemented and whether it will truly benefit citizens or simply serve as a political tool in the run-up to future elections.
